JOB DUTIES:
This position serves as the Section Chief of the Continuous Improvement Unit at the Employment Standards Division. This role oversees a high-performance work team and serves as Project Manager. The Continuous Improvement Unit drives change initiatives through strategic planning and project management methodologies to meet Division goals and objectives.
Job Duties These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.
Management and Leadership 70%
- Serve as Section Manager for the Continuous Improvement Unit which entails a diverse, high performance, project work team, consisting of business analysts and, education and outreach roles.
- Demonstrate effective leadership and act as role model in creating a team environment by defining and promoting division strategic objectives and goals, resolving conflicts, facilitating change, and providing guidance and technical expertise to staff when and as needed.
- Oversee and address operational issues and resolve crisis with problem solving skills to facilitate efficient use of unit personnel and resources.
- Serve as cross-bureau/unit liaison to facilitate and promote the exchange of information and to maximize Unit efficiency which includes coaching and mentoring section managers and line staff and rotational cross training for seamless continuity within and across units.
- Establish and revise all work plans, priorities, and procedures, and monitor progress through meetings and consultations. Conduct staff meetings, disseminate data, and promote information exchange for support and advancement of program, Bureau, and Division goals.
- Coordinate and monitor unit recruitment, selection, onboarding, orientation, and initial evaluation of Unit and Section Staff. Promote empowerment of Unit Staff and foster and sustain engagement.
- Establish objective, measurable, and observable performance standards for Bureau positions to facilitate optimum levels of workflow and performance. Monitor and manage the performance of all positions directly supervised and complete performance appraisals. Implement and monitor corrective action including discipline and termination. Ensure all subordinates comply with State and departmental personnel rules, regulations, and policies
- Coordinate training for direct reports by assessing staff input and program requirements, professional development needs and budget limitations, arranging training to meet these needs, and ensuring the efficient implementation of training programs. Assess the effectiveness of training activities and modify programs as appropriate.
Project Management 25%
- Provide Project Management and oversee the Division Road Map projects.
- Manage multiple Division wide projects using project management principles and methodologies.
- Facilitate meetings, work sessions, research and planning, development and modeling and implementation.
- Research, plan, develop and communicate project management life-cycle documentation.
- Report project process to stakeholders.
- Assess and allocate resources and project priorities.
- Collaboration with IT professionals, oversee and manage all business IT development processes.

- Strategic planning and program assessment.

- Perform cost/benefit analysis, assess business risks and identify success measures.
- Manage customer and vendor relationships; serve as liaison between information technology, stakeholders, and vendors.
- Motivate and develop team with excitement and enthusiasm about learning and pushing technical limits and finding solutions.
- Manage diverse personnel effectively including recruitment, onboarding, training, development, performance management, discipline, and off-boarding.
- Be a change agent by communicating, implementing, and reinforcing division and bureau strategic objectives and goals.
- Prioritize assignments and work under the stress and pressure of deadlines by organizing and completing detailed work and solving practical problems in an office environment through defining problems, collecting data, establishing facts, and drawing valid conclusions.
- Understand relational database to gather, analyze, assemble, and present database numerical data and to configure additional features, functions, records, and automation to the database.
MINIMUM QUALIFICATIONS
Your preparation for this opportunity could include a combination of relevant experiences including:
- Bachelor's degree in business administration, communications, public administration, strategic management or related degree
- Five years of experience of progressive management experience or related field
- Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered.
* Preference for project management certification (PMP, CAMP, i.e.). Demonstrated project management experience may be considered.
